Call your City Hall, and they will be able to direct you to the right department to see if these resources are available for you. Sand bags are great tools to direct water runoff away from your home. Rain barrels can help collect water runoff to prevent flooding, and barricades can block run off, especially if you are in an area prone to mudslides.
